Electric Bicycles in France: A Surge in Popularity and Evolving Insurance Landscape

The Rise of Electric Bicycles

Over the past five years, France has witnessed a remarkable increase in the number of electric bicycles (VAE – Vélos à Assistance Électrique) on its roads. This surge has not only changed how people commute but also led to a transformation in insurance policies and theft prevention measures tailored to meet the evolving needs of electric bike users.

Understanding the Types of Electric Bicycles

In France, there is a crucial distinction between two types of electric bicycles:

  1. Vélo Assistance Électrique (VAE):

    • The motor assists only while pedaling.
    • Limited to a top speed of 25 km/h.
    • Can be used on cycle paths.
  2. Vélo Électrique:

    • Functions like a typical electric bike without the need for pedaling.
    • Capable of reaching speeds up to 45 km/h.
    • Subject to moped regulations, requiring number plates and insurance.

While traditional bicycles do not require specific insurance, it is advisable for all cyclists, including VAE users, to consider at least third-party liability coverage (responsabilité civile) to protect against potential damages to third parties.

Evolving Insurance Policies

New Insurance Categories

As electric bicycles have entered the mainstream, new insurance products under the Code des assurances have emerged, particularly for engins de déplacement personnel motorisés (EDPM), which encompasses electric scooters and other micromobility devices.

Coverage Options

Home insurance policies may cover bicycles, but often with limited protection. For enhanced security, specific insurance policies for electric bicycles are available, offering tailored coverage that includes:

  • Liability insurance for damages caused during use.
  • Legal assistance in case of accidents.
  • Roadside assistance, typically within a 50 km radius from home.

Claim Limits and Requirements

Most insurance policies have claim limits ranging from €1,000 to €3,000, with many providers allowing only one claim per year.

Pricing Structures

Insurance costs vary widely, with packages offered by different companies. For instance:

  • Mutuelle de Poitiers: Family coverage available for €13.12 per month; a discount for existing household insurance customers.
  • Macif: Bicycle coverage can be added for €1.50 to household insurance policies.

Before filing a theft claim, it is essential to report the incident to the police. Some insurers will only cover theft if the bicycle was secured with an approved anti-theft device, as outlined by the Fédération française des usagers de la bicyclette (FUB).

Theft Prevention Measures

Electric bicycles, like their traditional counterparts, are common targets for thieves, hence the necessity of robust theft prevention measures.

Anti-Theft Devices

Insurance companies may require the use of anti-theft devices certified by bodies like the Sécurité et Réparation Automobile (SRA). FUB’s approved devices range from €20 to €299, and marking bicycles is essential for some insurers.

National Bicycle Database

Since its inception in 2004, the FUB-manage database has registered over two million marked bicycles, aiding in the recovery of stolen vehicles. Since 2021, all new and used bicycles sold by retailers must be marked, with costs ranging from €10 to €30.
